The City of Valdez intends to sell these vessels, located at the Valdez Small Boat Harbor and Storage Yard, pursuant to Valdez Municipal Code Title 11.04.130.H:

The City of Valdez intends to sell these vessels through a sealed bid public auction to the best and highest bidder. Sealed bids must be received by the City of Valdez at the address listed below or the Harbormaster’s Office before April 10, 2015 at 1:30pm. The minimum acceptable bid shall be a sum at least equal to the minimums listed in this advertisement. The successful bid will be paid in cash at the time of sale or within twenty-four hours thereafter.
The City of Valdez may elect to purchase the abandoned property or vessel at the sale for an offset bid in the amount of fees and charges due to the city for the abandoned property or vessel.
Upon the sale of the abandoned property or vessel, the city shall make and deliver its bill of sale, without warranty as to condition of vessel or the existence of liens owing against the vessel, conveying all of the city’s interest in the abandoned property or vessel to the buyer. The successful bidder will provide proof of arrangements satisfactory to the harbormaster for either removal of the abandoned property or vessel, or the placement of the abandoned property or vessel in a location approved by the harbormaster.

PETRO STAR, INC ., PETRO STAR VALDEZ REFINERY
The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0311TVP02 to the Petro Star Valdez Refinery, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Petro Star Valdez Refinery (PSVR) is a petroleum refinery that processes crude oil from the Trans Alaska Pipeline System (TAPS) and produces kerosene and diesel. The PSVR is located in Prince William Sound near the town of Valdez and adjacent to the TAPS.
Application: The Permittee submitted an application for a Title V operating permit on October 20, 2011 with supplemental information submitted on January 12, 2012 and March 9, 2012. This public notice is for the draft operating permit only.
Emissions: The potential annual emissions of regulated air pollutants, other than greenhouse gases (GHG), at the facility are: 162 tons of nitrogen oxides, 49 tons of carbon monoxide, 18 tons of particulate matter, 36 tons of sulfur dioxide, and 63 tons of volatile organic compounds. The total emissions of regulated air pollutants is 328 tons per year. The potential annual emissions of GHG are estimated at 4,189,056 tons of CO2 equivalent per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the PSVR.

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
