Invitation to Bid
Project: Valdez New Boat Harbor Development Test Pile Probe Survey
Project Number: 310-6450 / Contract Number: 1231
This project includes, but is not necessarily limited to mobilizing, driving and removing 14X89 H-pile with tapered tip at 25 locations to determine top of bedrock in the basin area of the City of Valdez New Boat Harbor. Contractor shall coordinate with Engineer to field adjust pile probe locations based on field-determined bedrock locations. Contractor shall provide Owner with final embedment depth elevations for each pile and pile locations surveyed with northing and easting referenced to existing monuments. This work is permitted under existing permit NWP6 and valid until 3/18/17.
Sealed bids will be accepted until 2:00 pm local time on July 9, 2015, at the office of the Capital Facilities and Engineering Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.

NOTICE OF ECONOMIC DIVERSIFICATION COMMISSION VACANCY
ONE (1) VACANCY TO SERVE A ONE YEAR AND TWO MONTH TERM
One vacancy currently exists on the Economic Diversification Commission due to resignation. The term of office will be one year and two months, expiring in September of 2016. The City of Valdez is accepting applications from citizens who would like to be considered for appointment.
Members of the commission shall be diversified to the maximum extent possible and appointed to represent specific industry sectors of the economy. No two members may be appointed to serve concurrently from the same industry sector. Appointees representing the following industry sectors will be considered to fill the current vacancy: accommodations, commercial fisheries, contracting/trades, food/beverage, healthcare, seafood processing, sport fisheries, retail, and winter tours/attractions.
The commission is an advisory commission to the city council. It shall have the authority to prepare and submit for approval a comprehensive economic diversification strategy for the overall economic diversification of the community; prepare and recommend for approval reports and plans regarding socioeconomic data and specific sectors of the economy; review and make recommendations to the council for approval of strategic plans, plans of work and funding requests of agencies, organizations, and event sponsors; review and make recommendations for approval on projects submitted for economic development grant funding opportunities; receive, consider and evaluate public input, opinions and recommendations regarding economic diversification programs of the city and advise the city council of any findings or recommendations; and other duties related to economic diversification as outlined in Chapter 2.60 of Valdez municipal code.

An application for renewal of an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Valdez Petroleum Terminal. The terminal has a capacity of storing 8,258,754 gallons of petroleum products; i.e ., diesel fuel, gasoline, jet fuel and heating oil.

Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The comment period for this application opens June 25, 2015. Copies of the application and plan are available for public review at the department's Anchorage and Valdez offices.
The Department will hold a public hearing on the plan application if it determines that good cause exists. Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address, within 30 days of publication of this notice. The comment period may be extended, in accordance with 18 AAC 75.455.
