TRANS-ALASKA PIPELINE RIGHT-OF-WAY LEASE AMENDMENT, ADL 63574

BRIDGE ABUTMENT GUIDEBANK EXTENSION

AT TSINA RIVER, PLMP 767

The State Pipeline Coordinator’s Section (SPCS) received an application from Alyeska Pipeline Service Company, agent for the Trans-Alaska Pipeline System (TAPS) lessees, to amend the TAPS Right-of-Way Lease to add approximately 0.72 acres of land located near pipeline milepost (PLMP) 767.

The purpose of the request is to repair and extend the guidebank attached to the left abutment of the TAPS Access Road 7 APL-2 bridge that crosses the Tsina River. Heavy rains in the fall of 2015 damaged the guidebank and this work is needed to protect the integrity of the bridge that provides access for emergency response, routine maintenance activities, and to a cathodic protection station. The lands generally described as:

SW4NE4 Section 9, Township 8 South, Range 2 West, Copper River Meridian, Alaska,

125’ x 250’ area along and adjacent to the left bank of the Tsina River and adjacent to the existing TAPS access road 7 APL-2 right-of-way, as depicted on Plat 81-2 of the Valdez Recorder’s Office.

In accordance with Alaska Statue 38.35.080, the Commissioner has prepared an analysis of the application and a proposed decision. The public is invited to comment on the Analysis and Proposed Decision. All comments must be submitted in writing to the SPCS before 5:00 p.m. on June 10, 2016.

If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after June 13, 2016. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision of the Department of Natural Resources after June 10, 2016.

NOTICE OF PUBLIC HEARING

The Valdez Planning and Zoning Commission will hold a public hearing on Wednesday, May 25th, 2016 at 7:00 PM in the City Council Chambers. The purpose of the hearing is to take public testimony on the request from Todd Wegner for a Rezone from (R-A) Single-Family Residential to (C-R) Commercial Residential. The parcels are located at 100, 90, & 80 Meals Hill Rd. (Lts 3, 2, &1 Tract D, Port Valdez). The rezone would allow for the use of rental cabins.

The public is encouraged to attend but if attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to the May 25th meeting. NOTICE OF PUBLIC HEARING

The parcels are located at 4271 Richardson Highway. (Tract 2 & 3, Alpine Village, USS 3323). The rezones would allow for the construction of agricultural nurseries and green houses.

The public is encouraged to attend but if attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to the May 25th meeting. PUBLIC NOTICE

Expect construction on East Pioneer Drive

starting May 11th, 2016.

During construction, access to all businesses along East Pioneer will be maintained. Closures will alternate between the eastern and western half of the road. The middle point of the closure will vary between Captain Joe’s Tesoro and Old Town Burger. Both detour routes are shown below. Please use caution when driving in the area.

PUBLIC NOTICE

VALDEZ MUSEUM AND HISTORICAL ARCHIVE ASSOCIATION BOARD OF DIRECTORS – ONE (1) VACANCY

One vacancy on the Valdez Museum and Historical Archive Association (VMHA) Board of Directors currently exists due to resignation. Museum Board members are appointed by the Valdez Museum and Historical Archive Association Corporation (Valdez City Council).

The term of office for this appointment will be eight months, expiring in January 2017. Individuals interested in serving are encouraged to apply.

Applications are available at City Hall located at 212 Chenega Avenue or on the city website: http://www.ci.valdez.ak.us. Applications can be submitted to the City Clerk’s office by email to aferko@ci.valdez.ak.us or dropped off at city hall. Deadline for submission is May 18, 2016 at 5:00 p.m. for appointment by City Council on June 7, 2016.

The VMHA Board is the Valdez Museum’s governing body and oversees the management and operation of the museum under contract with the City of Valdez. Appointments will be made on the basis of the candidate’s willingness to serve in an unpaid capacity, as well as a candidate’s experience and/or education that may support and enhance achievement of museum corporation goals to preserve community history and support community education programs.
