Proposed Activities: The applicants will conduct oil transfer operations using tank vessels that transport crude oil from the Valdez Marine Terminal (commonly known as TAPS trade vessels). The shipping vessels will carry a maximum of 1,300,351 barrels of crude oil while in State waters. An oil discharge prevention and contingency plan is required that will commit adequate resources for containment, control, and cleanup of crude oil equal to the discharge response planning standard volumes for these vessels. The review documents include individual company plans, the Prince William Sound Tanker Oil

Discharge Prevention and Contingency Plan (Core Plan, consisting of Part 1 Response Action Plan, Part 2 Prevention Plan, Part 3 Supplemental Information, Part 4 Best Availability Technology Analysis, and Part 5 Response Planning Standard), and the Ship Escort/Response Vessel Service (SERVS) Technical Manual.

Potential Result: A potential risk exits of oil spills entering the lands and waters of the state as a result of this operation.

PUBLIC NOTICE

NOTICE OF PORTS & HARBOR COMMISSION VACANCIES

There are (3) upcoming vacancies on the Port & Harbor Commission. The vacancies are due to the expiration of terms. The individuals appointed to this commission shall each serve a three (3) year term, expiring on June 30, 2019.

Applications may be obtained at City Hall, on the City of Valdez website, or by emailing the Deputy City Clerk at aferko@ci.valdez.ak.us. Applications will be accepted until 5:00 P.M., Tuesday, June 14, 2016 for appointment by City Council on Tuesday, June 21, 2016.

Any person desiring to submit his/her application for consideration by the City Council for appointment to this commission is invited to do so.

Description of Duties

The Port and Harbor Commission may recommend to the City Council policies relating to the city’s ports, harbor and transportation issues including, but not limited to seaport, airport and land terminals. The Port and Harbor Commission advises the city council on the following areas of public interest and concern:

• Valdez small boat harbors: Development, design, operation, maintenance, tariffs and fees;

• Valdez port, including all docks: Development, design, operation, maintenance, tariffs and fees and stevedore services;

• Valdez airport: Development, design, operation, maintenance, tariffs and fees;

• Alaska Marine Highway: Equipment, schedules, services and docks;

• Integration of systems: General integration of the air, highway and water transportation systems with the general and industrial development of the city;

• Vehicles for hire, taxicabs, buses and limousines: Franchises, fares, routes and services;

• Hostler and cartage: Service and tariffs within the city limits.

NOTICE OF PUBLIC HEARING

The Valdez Planning and Zoning Commission will hold a public hearing on Wednesday, May 25th, 2016 at 7:00 PM in the City Council Chambers. The purpose of the hearing is to take public testimony on the request from Todd Wegner for a Rezone from (R-A) Single-Family Residential to (C-R) Commercial Residential. The parcels are located at 100, 90, & 80 Meals Hill Rd. (Lts 3, 2, &1 Tract D, Port Valdez). The rezone would allow for the use of rental cabins.

The public is encouraged to attend but if attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to the May 25th meeting. NOTICE OF PUBLIC HEARING

The Valdez Planning and Zoning Commission will hold a public hearing on Wednesday, May 25th, 2016 at 7:00 PM in the City Council Chambers. The purpose of the hearing is to take public testimony on the request from Dwain Dunning for a Rezone from (R-C) Multi-Family Residential to (L-I) Light Industrial. The parcels are located at 4271 Richardson Highway. (Tract 2 & 3, Alpine Village, USS 3323). The rezones would allow for the construction of agricultural nurseries and green houses.

The public is encouraged to attend but if attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to the May 25th meeting. PUBLIC NOTICE

VALDEZ MUSEUM AND HISTORICAL ARCHIVE ASSOCIATION BOARD OF DIRECTORS – ONE (1) VACANCY

One vacancy on the Valdez Museum and Historical Archive Association (VMHA) Board of Directors currently exists due to resignation. Museum Board members are appointed by the Valdez Museum and Historical Archive Association Corporation (Valdez City Council).

The term of office for this appointment will be eight months, expiring in January 2017. Individuals interested in serving are encouraged to apply.

Applications are available at City Hall located at 212 Chenega Avenue or on the city website: http://www.ci.valdez.ak.us. Applications can be submitted to the City Clerk’s office by email to aferko@ci.valdez.ak.us or dropped off at city hall. Deadline for submission is May 18, 2016 at 5:00 p.m. for appointment by City Council on June 7, 2016.

The VMHA Board is the Valdez Museum’s governing body and oversees the management and operation of the museum under contract with the City of Valdez. Appointments will be made on the basis of the candidate’s willingness to serve in an unpaid capacity, as well as a candidate’s experience and/or education that may support and enhance achievement of museum corporation goals to preserve community history and support community education programs.

Information about specific responsibilities of the Board of Directors may be obtained from Patricia Relay, Museum Director at prelay@valdezmuseum.org.
