PUBLIC NOTICE STATE OF ALASKA

DEPARTMENT OF ENVIRONMENTAL CONSERVATION

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute

46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Applicant: Petro Star, Incorporated 3900 C Street, Suite 802

Anchorage, AK 99503-5966

Proposed Activity: Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Petro Star, Incorporated Petro Star Valdez Refinery. The tank farm has a combined storage capacity of 443,794 barrels. The petroleum products at this tank farm consist of Ultra Low Sulfur Diesel (ULSD), Jet A and Crude Oil .

Location: 2.5 Mile Dayville Road, Valdez, AK

Potential Results: A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on February 8, 2017 and ends on

March 9, 2017. Requests for additional information and comments must be received by 5:00 pm on March 9, 2017. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

Copies of the application package are available for public review at the following locations: the department's office at 213 Meals Avenue, #17, Valdez, AK 99686 and the department’s website at http://dec.alaska.gov/Applications/SPAR/PublicMVC/IPP/CPlansUnderReview.

The department will hold a public hearing on the plan application if it determines that good cause exists. Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to February 23, 2017. The Valdez Planning and Zoning Commission will hold a public hearing on Wednesday, February 8th, 2017 at 7:00 p.m. in the City Council Chambers. The purpose of the hearing is to take public testimony on the proposed ordinance to amend Title 17 Zoning of the Valdez Municipal Code relating to Breweries, Wineries and Distilleries. The Valdez Planning and Zoning Commission is scheduled to take action on the proposed zoning ordinance as a recommendation to City Council during its regular meeting on February 22nd, 2017 at 7:00 p.m. in the City Council Chambers.

The Valdez City Council is scheduled to hold a first reading and public hearing of the ordinance during its regular meeting on March 7th, 2017 at 7:00 p.m. The Valdez City Council is scheduled to hold a second reading and adoption of the ordinance on March 22nd, 2017 at 7:00 p.m. in the City Council Chambers.

The public is encouraged to attend all public hearings. If attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to each meeting. A copy of all public comments will be presented to both the Planning & Zoning Commission and City Council. Submissions by email may be sent to the Director of Community and Economic Development, Lisa Von Bargen at lvonbargen@ci.valdez.ak.us.

All meeting dates are subject to adjustment based upon Commission and Council Revisions to the Ordinance.

NOW ACCEPTING APPLICATIONS

2017 DOWNTOWN BEAUTIFICATION MATCHING GRANT PROGRAM

The City of Valdez is now accepting applications for the 2017 Downtown Beautification Matching Grant Program.

The Beautification Matching Grant Program enables private property owners or businesses within the core downtown business district to seek 50:50 matching grants for specific types of aesthetic upgrades to buildings or land. As there is limited funding for this program, interested parties must complete and submit an annual application. All submissions are then evaluated by the Mayor’s Beautification Task Force.

Eligible properties must be used for commercial, non-profit, and/or mixed use purposes, and must be located in the core downtown area of Valdez. The core downtown area, for purposes of the grant program, is bordered by Galena Street to the south, Pioneer Drive to the north, Meals Avenue to the east, and Hazelet Avenue to the west, and along the Richardson Highway from Meals Avenue to Crooked Creek. Properties must also be current on City property taxes to be eligible for the grant program.

Grant applications are available at City Hall or online at http://www.ci.valdez.ak.us/beautification

Completed grant applications are due to the Assistant City Manager no later than March 15, 2017. Applications received after the due date will not be considered.

A non-mandatory pre-bid conference will be held at the Parks and Recreation office located in the Civic Center, 314 Clifton Drive, Valdez, Alaska on Tuesday, February 21, 2017, at 2:00 p.m.
