NOTICE OF REGULAR MUNICIPAL AND SCHOOL BOARD ELECTION

OF THE CITY OF VALDEZ

MAY 2, 2017

Notice is hereby given that pursuant to applicable law and ordinances (or Code of Laws of the City of Valdez) a general election will be held on MAY 2, 2017, between the hours of 7:00 a.m. and 8:00 p.m. to elect candidates for the following offices:

CITY COUNCIL: One (1) Vacancy to Serve a Three (3) Year Term

Two (2) Vacancies, Each to Serve a Two (2) Year Term

SCHOOL BOARD: Three (3) Vacancies, Each to Serve a Three (3) Year Term

One (1) Vacancy, to Serve a Two (2) Year Term

ELIGIBILITY OF CANDIDATES

City Council and City School Board: Must be a qualified elector of Alaska who has been a resident of the City of Valdez for a period of not less than one year immediately preceding the date of filing.

NOMINATING PETITIONS

Nominating petitions for the offices of City Council and School Board may be obtained at the City Clerk’s Office. The first date to file a petition for office will be FEBRUARY 16, 2017. Final date for filing a nominating petition will be MARCH 16, 2017 at 5:00 p.m.

The following proposition will appear on the official ballot.

PROPOSITION NO. 1

Shall the City of Valdez Adopt a Local Option to Prohibit the Operation of Commercial Marijuana Establishments, Including the Following License Types:

A. A retail marijuana store:

A “retail marijuana store” means an entity registered to purchase marijuana from marijuana cultivation facilities, to purchase marijuana and marijuana products from marijuana product manufacturing facilities, and to sell marijuana and marijuana products to consumers.

B. A marijuana cultivation facility:

A “marijuana cultivation facility” means an entity registered to cultivate, prepare, and package marijuana and to sell marijuana to retail marijuana stores, to marijuana product manufacturing facilities, and to other marijuana cultivation facilities, but not to consumers.

C. A marijuana product manufacturing facility; and

A “marijuana product manufacturing facility” means an entity registered to purchase marijuana; manufacture, prepare, and package marijuana products; and sell marijuana and marijuana products to other marijuana product manufacturing facilities and to retail marijuana stores, but not to consumers.

D. A marijuana testing facility.

A “marijuana testing facility” means an entity registered to analyze and certify the safety and potency of marijuana.

YES

(“Yes” means that commercial marijuana establishments will be prohibited within the boundaries of the City of Valdez to include a 10 mile area within the adjacent unincorporated borough.)

NO

(“No” means that commercial marijuana establishments will be allowed in the city of Valdez as authorized and regulated in Chapter 5.06 of the Valdez Municipal Code.)

PRECINCTS, POLLING PLACES

The City consists of three election precincts for all regular and special City elections. The boundaries of these precincts are as follows:

Precinct #1: that portion of the City of Valdez which lies west of Hazelet Avenue.

Precinct #2: that portion of the City of Valdez which lies between Hazelet Avenue and a north/south line drawn through the point where Crooked Creek crosses the Richardson Highway (Salmon Turnaround).

Precinct #3: that portion of the City of Valdez which lies east of a north/south line drawn through the point where Crooked Creek crosses the Richardson Highway (Salmon Turnaround).

The polling places for these precincts shall be as follows:

Precinct #1: Teen Center

Precinct #2 City Council Chambers

Precinct #3 Robe River Subdivision Fire Station

A PERSON IS QUALIFIED TO VOTE WHO

1. Is a United States Citizen;

2. Is 18 years or older;

3. Has been a resident of the State of Alaska and the City of Valdez for 30 days immediately preceding the election;

4. Is registered 30 days prior to the election as required under Alaska Statutes 15.07 and is not registered to vote in another jurisdiction;

5. Is not disqualified under Article V of the State Constitution

Flower Planting and Care

This Project includes, but is not necessarily limited to:

Furnishing all labor, materials (excluding those specified within the bid package as being supplied by the City), information and equipment necessary to provide for the planting and maintenance of plants and flowers at designated locations throughout the City of Valdez.

Sealed bids will be accepted until 2:00 p.m. local time on Wednesday, March 15, 2017, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P.O. Box 307, Valdez, Alaska, 99686. The bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P.O. Box 307, Valdez, Alaska, 99686 on Wednesday, March 8, 2017, at 2:00 p.m.

Bid documents may be reviewed, and are available at the Valdez Parks and Recreation Office, City Hall, on the internet at http://www.ci.valdez.ak.us or by calling (907) 835-2531.

Bid security in the amount of 5% of the total bid is required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids.

Requirements of the Alaska Employment Preference Act (AS 36.10) must be met.

The City of Valdez "Standard Specifications and Standard Details" shall be used. These standards are available on line at (City of Valdez, current contracts out to bid) or from the City Engineer's Office.

Maintenance of Turf and Landscape Re-Bid

This Project includes, but is not necessarily limited to:

Maintenance of approximately 44 acres of turf and landscape in parks and public areas within the City of Valdez.

Sealed bids will be accepted until 2:00 p.m. local time on Wednesday, March 1, 2017, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P.O. Box 307, Valdez, Alaska, 99686. The bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P.O. Box 307, Valdez, Alaska, 99686 on Wednesday, February 22, 2017, at 2:00 p.m.

Bid documents may be reviewed, and are available at the Valdez Parks and Recreation Office, City Hall, on the internet at http://www.ci.valdez.ak.us or by calling (907) 835-2531.

Bid security in the amount of 5% of the total bid is required.

With the exception of incumbents running for reelection, all candidates for election to the Board of Directors must be nominated by petition. This petition (and qualification information) may be picked up at either CVTC office, or downloaded from CVTC’s website at http://www.cvtc.org.

The petition must be signed by fifteen (15) or more cooperative members and submitted no later than Friday, March 10th at 6:00 p.m. There is one seat available in the Valdez district and one seat in the Glennallen district.
