Alaska State Employees Association/General Government ASFCME Local 52 Union, Valdez Chapter, is pleased to offer two $500 (Five Hundred Dollar) scholarships, one each to two graduating seniors of the 2017 class. The scholarship(s) will first be awarded to a dependent of a member of the Valdez Local 52 Chapter in good standing, and secondarily, to the selected applicant(s) who would not otherwise receive the award as non-union members. Project: Clark Street Drainage & Street Repair
Project Number: 15-350-1417 / Contract Number: 1256
This project includes, but is not necessarily limited to:
Providing all labor, materials, tools, equipment, transportation, supervision, and facilities necessary for improving Clark Street. Major items of Work for the Project are broken out as follows:
Furnish and install 1,740 Tons of Classified Fill and Backfill; 392 Tons of Leveling Course; 3,175 SY of Pavement Removal; 500 LF of P.C.C. Curb & Gutter; 30 SY of Curb Ramp; 402 Tons of A.C. Pavement; and other related items of work. The work will be bid as a Base Bid and two Additive Alternates.
Engineers Estimate for construction is between $250,000 and $500,000.
Sealed bids will be accepted until 10:00am local time on April 24th, 2017, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.
A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska on April 13th, 2016 at 10:00am.

Bid security in the amount of 5% of the total bid is required.
The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.
Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.
Requirements of the Alaska Employment Preference (AS 36.10) must be met.

Notice is hereby given that pursuant to applicable law and ordinances (or Code of Laws of the City of Valdez) a general election will be held on MAY 2, 2017, between the hours of 7:00 a.m. and 8:00 p.m. to elect candidates for the following offices:
CITY COUNCIL: One (1) Vacancy to Serve a Three (3) Year Term
Two (2) Vacancies, Each to Serve a Two (2) Year Term
SCHOOL BOARD: Three (3) Vacancies, Each to Serve a Three (3) Year Term
One (1) Vacancy, to Serve a Two (2) Year Term
The following proposition will appear on the official ballot.
PROPOSITION NO. 1
Shall the City of Valdez Adopt a Local Option to Prohibit the Operation of Commercial Marijuana Establishments, Including the Following License Types:
A. A retail marijuana store:
A “retail marijuana store” means an entity registered to purchase marijuana from marijuana cultivation facilities, to purchase marijuana and marijuana products from marijuana product manufacturing facilities, and to sell marijuana and marijuana products to consumers.
B. A marijuana cultivation facility:
A “marijuana cultivation facility” means an entity registered to cultivate, prepare, and package marijuana and to sell marijuana to retail marijuana stores, to marijuana product manufacturing facilities, and to other marijuana cultivation facilities, but not to consumers.
C. A marijuana product manufacturing facility; and
A “marijuana product manufacturing facility” means an entity registered to purchase marijuana; manufacture, prepare, and package marijuana products; and sell marijuana and marijuana products to other marijuana product manufacturing facilities and to retail marijuana stores, but not to consumers.
D. A marijuana testing facility.
A “marijuana testing facility” means an entity registered to analyze and certify the safety and potency of marijuana.
(“Yes” means that commercial marijuana establishments will be prohibited within the boundaries of the City of Valdez to include a 10 mile area within the adjacent unincorporated borough.)
(“No” means that commercial marijuana establishments will be allowed in the city of Valdez as authorized and regulated in Chapter 5.06 of the Valdez Municipal Code.)
PRECINCTS, POLLING PLACES
The City consists of three election precincts for all regular and special City elections. The boundaries of these precincts are as follows:
Precinct #1: that portion of the City of Valdez which lies west of Hazelet Avenue;
Precinct #2: that portion of the City of Valdez which lies between Hazelet Avenue and a north/south line drawn through the point where Crooked Creek crosses the Richardson Highway (Salmon Turnaround).
Precinct #3: that portion of the City of Valdez which lies east of a north/south line drawn through the point where Crooked Creek crosses the Richardson Highway (Salmon Turnaround).
The polling places for these precincts shall be as follows:
Precinct #1: Teen Center
Precinct #2 City Council Chambers
Precinct #3 Robe River Subdivision Fire Station
A PERSON IS QUALIFIED TO VOTE WHO
1. Is a United States Citizen;
2. Is 18 years or older;
3. Has been a resident of the State of Alaska and the City of Valdez for 30 days immediately preceding the election;
4. Is registered 30 days prior to the election as required under Alaska Statutes 15.07 and is not registered to vote in another jurisdiction;
5. Is not disqualified under Article V of the State Constitution
