VALDEZ MARINE TERMINAL

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0082TVP03 to the Valdez Marine Terminal under Alaska Statutes 46.14 and regulation 18 AAC 50.

Copper River Meridian, Alaska

Activity: The Valdez Marine Terminal primarily engages in the loading of crude oil onto marine vessels either directly from the Trans-Alaska Pipeline or from one or more crude oil storage tanks.

Application: As required by 18 AAC 50, APSC applied for a renewal operating permit for the Valdez Marine Terminal. ADEC received the application on July 14, 2016. This public notice is for the draft operating permit only.

Emissions: The potential annual emissions of regulated air contaminants at the facility are: 50 tons of particulate matter (PM-10), 786 tons of nitrogen oxides (NOX), 2,371 tons of sulfur dioxide (SO2), 211 tons of carbon monoxide (CO), and 639 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 4,057 tons per year.

Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Valdez Marine Terminal.

Available Information: Copies of ADEC’s draft operating permit and statement of basis are available at ADEC’s Anchorage office, 555 Cordova St., Anchorage, AK 99501 (907) 269-7577.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990. NOTICE OF FORECLOSURE

Please take notice that the Foreclosure List of real property within the City of Valdez with delinquent taxes for tax years 2010, 2011 and 2012 is complete and open for public inspection at the Clerk’s Office of the City of Valdez, at City Hall, Valdez, Alaska. The Foreclosure List for tax years 2010, 2011 and 2012 will be presented to the Superior Court at Valdez Alaska seeking entry of judgment of foreclosure and order of sale on June 28, 2017. Any delinquencies remaining as of June 27, 2017, including the property tax due, plus penalties and interest, will be published in the Valdez Star newspaper, advising that a Petition of Judgment of Foreclosure has been filed in the Superior Court concerning those properties with delinquent taxes due.
