Alaska Gasline Port Authority Board Vacancy

The City of Valdez is soliciting applications for one vacancy due to term expiration on the Alaska Gasline Port Authority (AGPA) Board. The appointment shall be for a four year term, expiring on November 31, 2021.

The Valdez City Council appoints three representatives to sit on the Board of Directors for the Alaska Gasline Port Authority (AGPA). Board members must be a registered voter within the State of Alaska, reside within the State of Alaska, and shall serve at the pleasure of the governing body of the Municipality by whom such member is appointed.

Citizens interesting in applying should submit a letter of interest addressed to the City Council, a standard City boards application, and a resume. Board application forms are available on the City of Valdez website at http://www.ci.valdez.ak.us and at Valdez City Hall. (Web applications will not be accepted for this position.)

Application packets must be submitted to the Deputy City Clerk no later than Wednesday, November 15, 2017 at 5:00 PM for appointment by the City Council on Tuesday, November 21, 2017. Packets may be dropped off at City Hall or emailed to aferko@ci.valdez.ak.us.

Invitation to Bid

Project: STP Generator Project & Well House 2 & 3 Backup Generator

Project Number: 17-310-2532 / Contract Number: 1330

This project includes, but is not necessarily limited to:

The addition of a standby diesel generator, automatic transfer switches, and automatic remote load banks at the Sewage Treatment Plant (STP) and Well Houses #2 & #3. The STP will have a single backup generator sized appropriately to carry the load of the lab, and treatment building only. Well Houses #2 & #3 will share a single standby diesel generator sized appropriately to carry the load of only one of the Well Houses at a time but have the capacity to transfer between the two Well Houses in the event of catastrophic mechanical failure.

Engineers Estimate for construction under $350,000.00.

Sealed bids will be accepted until 2:00 PM local time on December 8, 2017, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska on November 15, 2017 at 10:00 AM.

Bid documents may also be downloaded from the City of Valdez website at http://www.ci.valdez.ak.us; documents are located under “Bids” on the lower right hand side of the opening page. Bidders are encouraged to download, fill out, and return the Request for Addendum form located at the link listed above to ensure receipt of any addendum issued for this project.

Bid security in the amount of 5% of the total bid is required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.

PERMANENT FUND INVESTMENT COMMITTEE

ONE VACANCY TO SERVE A THREE YEAR TERM

The City of Valdez is accepting applications from citizens who are interested in serving as a member of the City Permanent Fund Investment Committee. One vacancy exists due to term expiration. Members are appointed to represent the community-at-large. Appointees will serve a three-year term of office, expiring in October of 2020.

The Permanent Fund Investment Committee consists of the city manager, the city finance director, three members of the city council, three members from the community at-large, and an ex-officio member. The committee meets at least quarterly to determine general investment strategies and monitor results of the City Permanent Fund.

PLANNING AND ZONING COMMISSION

TWO VACANCIES TO SERVE A THREE YEAR TERM

Two vacancies currently exist on the City’s Planning and Zoning Commission due to term expiration. Appointees will serve a three-year term, expiring November 2020. Individuals interested in serving on the Planning and Zoning Commission are encouraged to apply.

The Planning and Zoning Commission is an advisory commission to the Valdez City Council. The Commission has the authority to prepare and submit to the City Council for approval, a master plan for the physical development of the city, including the general location, character and extent of streets, bridges, parks, waterways and other public ways, grounds and spaces, together with the general location of the public buildings and other public property, public utilities, and the extent and location of any public housing or slum clearance projects. The commission shall recommend modifications of such plan from time to time, as it deems in the city’s interest.

The Planning and Zoning Commission shall prepare and recommend to the City Council a comprehensive zoning ordinance and map, or propose amendments or revisions thereof, with such provisions as the commission shall deem necessary or desirable for the promotion of health, safety, morals and general welfare of the inhabitants of the city.

The Commission shall act as the platting board and exercise other functions with respect to land subdivisions, planning and zoning as may be prescribed elsewhere in this code or any other ordinance of the city, not inconsistent with the provisions of the city charter.
