Alyeska Pipeline Service Company seeks information from local firms or residents who may be interested in contracting for Vessel of Opportunity (Fishing Vessel) Administrators for the following ports: Kodiak, Seward, Valdez, and Whittier. The Administrator's responsibilities include: maintain database of vessels enrolled in the program, track training required and/or completed, coordinate responses to an actual or threatened spill and annual training, recruit vessels for participation in the program, report availability to SERVS weekly, and attend occasional meetings in Anchorage as requested. Key skills include communications, organization, and computer literacy. Contract term would be for three years at Fixed Monthly Rate + Reimbursables. The City of Valdez, Alaska, P.O. 307, Valdez, AK 99686, is applying for a permit from the Alaska Department of Environmental Conservation (ADEC) to apply pesticide within the limits of the city. Application of a pyrethrin based insecticide, Permanone Ready to Use Insecticide, EPA Reg. # 432-1277, to control mosquitoes and gnats will be made by trucks equipped with an ultra low volume fogging apparatus. The spraying program will be conducted by applicators certified by the DEC and in accordance with label directions and permit stipulations. All spraying will take place from June 18, 2014 to October 1, 2014. Application of Bactimos Briquettes, EPA Reg. # 6218-47, a floating sustained-released larvicide for long-term control of mosquito larvae, will be applied to mosquito breeding areas. Application of Bactimos will take place from June 18, 2014 to October 1, 2014. This notice is required by the State of Alaska, A.S. 46.03.330. Anyone wishing to present their views to the DEC regarding the City's application to apply pesticide may do so by filing written comment to the Department of Environmental Conservation within 30 days after publication of the second notice. Anyone who wishes may obtain a copy of the City's application, or a schedule of the proposed dates for spraying from the Office of the City Clerk. The DEC will hold a public hearing on the application if 50 or more residents of the City of Valdez make a request to the Department of Environmental Conservation, 1700 E. Bogard Road, Building B-Suite 202, Wasilla, AK 99654, within 30 days after publication of the second notice.






The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0494TVP03 to CVEA Cogeneration Project, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: CVEA Cogeneration Project is an electric power generation facility. The significant emission units at the stationary source consist of one turbine and one diesel-fired reciprocating engine. Application: As required by 18 AAC 50, Copper Valley Electric Association applied for a renewal operating permit for CVEA Cogeneration Project. Copper Valley Electric Association submitted the application on December 10, 2013. This public notice is for the draft operating permit only. Emissions: The potential annual emissions of regulated air pollutants at the stationary source are: 17 tons of particulate matter (PM-10), 222 tons of nitrogen oxides (NOX), 150 tons of sulfur dioxide (SO2), 14 tons of carbon monoxide (CO), and 5 tons of volatile organic compounds (VOC). The total potential emissions of regulated air pollutants is 408 tons per year. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the CVEA Cogeneration Project. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
