Invitation to Bid

Project Numbers: 15-310-1150, -1140, -9195 / Contract Number: 1234

This contract includes, but is not necessarily limited to:

Three separate projects: Egan Drive Beautification, East Pioneer Reconstruction, and the

Hospital Parking Lot Improvements.

Egan Drive Beautification: Construction of new pedestrian features along Egan Drive,

between Chitina and Hazelet Avenues. The base bid includes pedestrian plazas at intersections,

a mid-block plaza, replacement of existing street lighting, and pedestrian lighting. The additive

alternates include a gateway arch, the addition of a pedestrian mast arm to the corner lights,

and decorative light pole bases.

East Pioneer Reconstruction: Construction of a new road, sidewalks, and storm drain from

Meals Avenue to the Richardson highway. This includes curbs, driveways, and a storm drain

outfall. The work at the intersection of Pioneer and Meals is an additive alternate.

Hospital Parking Lot Improvements: Excavation and grading of the existing gravel area;

unclassified fill and backfill to remain onsite. Lay down leveling course and asphalt concrete.

Excavate, grade, lay leveling course, and asphalt concrete for new entrance drive. Install

bollards, pavement markings and signage.

All work shall conform to the respective project drawings and specifications.

Engineers Estimate for combined construction of all three projects is under $5,400,000. The Egan

Drive Beautification construction estimate is under $3,200,000. The East Pioneer Reconstruction

construction estimate is under $1,750,000. The Hospital Parking Lot Improvements construction

estimate is under $450,000.

Sealed bids will be accepted until 2:00 pm local time on October 13, 2015, at the office of the

Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The

bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300

Airport Road, Suite 201, Valdez, Alaska on September 22, 2015 at 2:00 pm.

Bidders are encouraged to download, fill out, and return the Request for Addendum form located

within the project link to ensure receipt of any addendum issued for this project.

Bid security in the amount of 5% of the total bid is required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and

all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be

paid if required by law.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.
