The Valdez Planning and Zoning Commission will hold a public hearing on Wednesday, April 13, 2016 at 7:00 PM in the City Council Chambers. The purpose of the hearing is to take public testimony on the request from Josh Swierk for a Conditional Use Permit for a hostel at 5115 Sealion Road, Lot 22, Block 9, Alpine Woods Subdivision. The property is currently zoned Rural Residential and it is a conditional use within that zoning district (Section 17.20.040 (D) VMC).

The public is encouraged to attend but if attendance is not possible, comments may be presented to the Community & Economic Development Department in writing prior to the March 9th meeting. The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that Alyeska Pipeline Service Company, as agent for the Trans-Alaska Pipeline System (TAPS) lessees, submitted a request to amend the Right-Of-Way Lease for the Trans-Alaska Pipeline, ADL 63574, to add approximately 0.72 acres of land located near pipeline milepost (PLMP) 767.

The purpose of the request is to repair and extend the guidebank attached to the left abutment of the TAPS access road 7 APL-2 bridge that crosses the Tsina River. Heavy rains in the fall of 2015 damaged the guidebank and this work is needed to protect the integrity of the bridge that provides access for emergency response, routine maintenance activities, and to a cathodic protection station.

The lands are generally described as:

SW4NE4, Section 9, Township 8 South, Range 2 West, Copper River Meridian, Alaska,

a 125’ x 250’ area along and adjacent to the left bank of the Tsina River and adjacent to the TAPS access road 7 APL-2 right of way as depicted on Plat 81-2 of the Valdez Recorders Office, containing approximately 0.72 acres.

AS 38.35.200 governs judicial review of decisions of the commissioner:

38.35.200. Judicial review of decisions of commissioner on application.

(a) An applicant or competing applicant or a person who has direct financial interest affected by the lease who raises objections within 60 days of the publication of notice under AS 38.35.070 are the only persons with standing to seek judicial review of a decision of the commissioner under AS 38.35.100.

(b) The only grounds for judicial review of a decision of the commissioner are

(1) failure to follow the procedures set out in this chapter; or

(2) abuse of discretion so capricious, arbitrary, or confiscatory as to constitute a denial of due process.

There are four ways which you may cast an absentee ballot for the City of Valdez Regular Municipal Election to be held May 3, 2016. These can be described as follows:

1. Voting by mail

Forms are currently available at City Hall or online at The request for an absentee ballot by mail must include the following:

A. your full Alaska address

B. the address to which the ballot is to be sent

C. your signature

It is advisable to apply for your absentee by mail ballot at least 4 weeks prior to the election to assure the voted ballot reaches the Clerk’s office before May 3, 2016.

2. Absentee voting by electronic transmission (EMAIL OR FAX)

Please contact the City Clerk’s Office at 834-3468 for instructions regarding absentee voting by email or fax. You may request a ballot by email or fax beginning Monday, April 18, 2016. Voting by email or fax will be conducted by the City Clerk, Monday through Friday, from the hours of 8:30 a.m. to 5:00 p.m.

3. Absentee voting through a personal representative

A qualified elector who is physically disabled may request an absentee ballot by mail, or apply for an absentee ballot through a personal representative Monday, April 18, 2016 through the date of the election on May 3, 2016. The form for application is available at the City Clerk's office.

4. Absentee voting in person

A qualified elector may vote at the City Clerk’s Office during regular office hours, beginning Monday, April 18, 2016, 8:30 a.m. until 5:00 p.m. The last day to vote before the City Clerk will be Monday, May 2, 2016, prior to 5:00 p.m.

Project: Airport Door Upgrade

This project includes, but is not necessarily limited to:

Replace both electric sliding glass door systems at airport entrance, replace keypad system, install new keypad system, and install new panic bar hardware on rear exterior doors.

Engineers Estimate for construction under $150,000.00.

Sealed bids will be accepted until 2:00pm local time on April 4, 2016, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska on March 29, 2016 at 2:00 pm. Questions are due in writing by March 30, 2016 at 5:00pm.

Bid security in the amount of 5% of the total bid is required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.
