Invitation to Bid

Project: Library - Carpet and Paint Walls

Project Number: 17-350-1604 / Contract Number: 1316

This project includes, but is not necessarily limited to:

Remove and replace approx. 1,500 SY of carpet and approximately 2500 LF of cove base on all three floors of the Valdez Library. Remediate asbestos behind cove base (see project manual for details on cove base adhesive containing asbestos). Remove tile in entryway and install recessed walk off mat. Contractor will be responsible for moving all existing furniture and putting it back in place. Library will be responsible for books. Contractor is responsible for snow removal within staging area. Project also includes 4 additive alternates.

Construction is to begin mid-February 2018. Engineers Estimate for construction is $100,000 - $300,000.

Sealed bids will be accepted until 10:00am local time on Thursday, January 4, 2018, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.


A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska on Wednesday, December 13, 2017 at 2:00 PM.

Bid documents may also be downloaded from the City of Valdez website at http://www.ci.valdez.ak.us; documents are located under “Bids” on the lower right hand side of the opening page. Bidders are encouraged to download, fill out, and return the Request for Addendum form located at the link listed above to ensure receipt of any addendum issued for this project.

Bid security in the amount of 5% of the total bid is required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law. Requirements of the Alaska Employment Preference (AS 36.10) must be met.

The City of Valdez “Standard Specifications and Standard Details” shall be used. An electronic copy is available from the City of Valdez website at http://www.ci.valdez.ak.us under “standards and specifications” located on the “quick links” portion of the Capital Facilities Department page.

PUBLIC NOTICE

CITY LAND SALE

A City of Valdez owned parcel, located at 3310 Eagle Ave, in Robe River subdivision is now available for sale by sealed bid.

Bid packets are available at the Community Development Department in City Hall, located at 212 Chenega Avenue. Packets may be picked up from 8:30 a.m. to noon and 1:00 p.m. to

5:00 p.m., Monday through Friday on regular business days.

Complete, sealed bids will be accepted in the City Clerks Office until 1:00 p.m. on January 15, 2018, at which time and place they will be opened.

Terms and conditions of this land sale by sealed bid are outlined in the bid packet.

Alaska Native Claims Selections

Notice of Decision Approving Lands for Conveyance

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management will issue an appealable decision to Chugach Alaska Corporation. The decision will approve the conveyance of the surface and subsurface estates in certain lands pursuant to the Alaska Native Claims Settlement Act. The lands are located in the vicinity of Prince William Sound and aggregate 154.55 acres. Notice of the decision was published in the Federal Register on November 15, 2017.

Any party claiming a property interest in the lands affected by the decision may appeal the decision within the following time limits:

1. Unknown parties, parties unable to be located after reasonable efforts have been expended to locate, parties who fail or refuse to sign their return receipt, and parties who receive a copy of the decision by regular mail which is not certified, return receipt requested, shall have until December 15, 2017 to file an appeal.

2. Parties receiving service of the decision by certified mail shall have 30 days from the date of receipt to file an appeal.

Parties who do not file an appeal in accordance with the requirements of 43 CFR Part 4, Subpart E, shall be deemed to have waived their rights. Notices of appeal transmitted by facsimile will not be accepted as timely filed.
