City of Valdez Invitation to Bid

Project: Hermon Hutchens Elementary School Exterior Upgrades – Phase 1 Project Number: 17-310-9509 / Contract Number: 1359

This project includes, but is not necessarily limited to:

The Scope of Work of the Base Bid of this Contract shall include providing all labor, materials, tools, equipment, transportation, supervision and facilities necessary to demolish the existing classroom and cafeteria windows and outside walkways, curb and gutter at Hermon Hutchens Elementary School, and to furnish and install new classroom and cafeteria windows, including casework and blinds, re-caulk second story windows, and furnish and install new walkways, curb, and gutter as indicated in design drawings. Engineers Estimate for construction under $ 1,500,000.00.

Sealed bids will be accepted until 2:00 pm local time on April 19, 2018, at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, P. O. Box 307, Valdez, Alaska 99686. The bids will be publicly opened and read at that time.

A non-mandatory pre-bid conference will be held at the office of the Capital Facilities Director, 300 Airport Road, Suite 201, Valdez, Alaska on April 6, 2018 at 2:00 pm.

Bid documents may also be downloaded from the City of Valdez website at; documents are located under “Bids” on the lower right hand side of the opening page. Bidders are encouraged to download, fill out, and return the Request for Addendum form located at the link listed above to ensure receipt of any addendum issued for this project.

Bid security in the amount of 5% of the total bid is required.

For bids in excess of $100,000, Payment and Performance Bonds in the amount of 100% of the contract amount are required.

The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.

Current minimum prevailing wage rates as published by the Alaska Department of Labor as of April 1, 2018 must be paid as required by AS 36.05.070.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.

Solicitation of bids, award of bid, bid protest of qualified bidders and award of contract will be conducted in accordance with 04 AAC 31.080. Bid protests may be filed within 10 days after notice of Intent to Award is issued.

The City of Valdez “Standard Specifications and Standard Details” shall be used. An electronic copy is available from the City of Valdez website at under “standards and specifications” located on the “quick links” portion of the Capital Facilities Department page.




The University of Alaska intends to enter into an agreement for the purpose of selling two parcels of land in Valdez, Alaska to the City of Valdez. The legal descriptions for these parcels are UAA 697 containing 80 acres and USS 698 containing 40 acres, Copper River Meridian, Valdez Recording District. These parcels are located in Valdez near Mineral Creek Road. This disposal will be at or above fair market value and effective until both parcels are sold.

The disposal plan along with a map are available online at or upon written request at the address listed below. Parties interested in commenting on this disposal plan must submit written comments to the University of Alaska through its Facilities and Land Management department by fax at (907) 786-7733, by email at or at the following address, by no later than 5:00 P.M. on Tuesday, June 5, 2018 to be considered.
